Ontario Immigrant Nominee Program: Pathways to Permanent Residence

Written by Fatima Sharifi

Ontario is a popular choice for immigrants looking to start a new life in Canada, welcoming the highest number of newcomers each year. The Ontario Immigrant Nominee Program (OINP) plays a vital role in this process by identifying and nominating individuals with the skills and experience that are essential to the province's economy. With over 8,000 nominations available annually for applicants and their families from more than 120 countries, the OINP is an important pathway for those seeking permanent residency in Canada.

How the OINP Works

While the final decision on immigration applications rests with the Government of Canada, the OINP enhances federal economic immigration programs by focusing on Ontario's specific labour market needs. The program acknowledges the diverse range of occupations that are required in the province, spanning fields such as technology, education, agriculture, and skilled trades.

Two Main Application Paths

Individuals interested in applying to the OINP can qualify through one of two primary methods:

1. Express Entry

Candidates with a profile in Canada’s Express Entry System may receive a Notification of Interest from the OINP, inviting them to apply for a nomination.

You may create your Express Entry profile here:

The following Ontario Express Entry streams are available:

Human Capital Priorities Stream: For workers with the necessary work experience, education, and language proficiency in either French or English.

French-Speaking Skilled Worker Stream: Designed for candidates fluent in both French and English, with relevant work experience and education.

Skilled Trades Stream: Targets individuals with work experience in eligible trade occupations in Ontario.

To be considered for a nomination, candidates must keep their Express Entry profiles updated with their latest work experience, language test results, and educational credentials.

2. Expression of Interest (EOI)

Eligible candidates can also submit an Expression of Interest through the OINP e-Filing Portal.

You can register your interest here: https://www.ontarioimmigration.gov.on.ca/

Once registered, candidates may receive an invitation to apply for various streams under the Employer Job Offer (EJO) category, including:

EJO: Foreign Worker Stream: For skilled workers with a full-time, permanent job offer from a qualifying employer in Ontario.

EJO: International Student Stream: For recent graduates from Ontario institutions.

EJO: In-Demand Skills Stream: For intermediate-skilled workers in designated occupations.

Entrepreneur Stream

The OINP also supports foreign entrepreneurs looking to establish or expand a business in Ontario. Candidates can submit an Expression of Interest and may be invited to apply to the Entrepreneur Stream, which offers additional points for those planning to invest in small or medium-sized communities. Successful applicants will receive a work permit support letter, allowing them and their families to live and work in Ontario while they establish their business and apply for permanent residency.

Graduate Streams

Recent graduates from Ontario’s universities have further opportunities through the Master’s Graduate Stream and the PhD Graduate Stream. These pathways provide a route for those who have completed their degrees in Ontario to gain permanent residency.

Final Notes

The Ontario Immigrant Nominee Program offers multiple pathways for individuals seeking to contribute to Ontario's economy and communities. By aligning immigration with labour market needs, the OINP not only helps newcomers build their lives in Canada but also supports the province's growth and development.
